Tooling

- scylla-nodetool: rapidjson::GenericValue::GetInt() can trigger assert if integer value overflows 32 bit int. The result nodetool netstats return a badly formatted JSON output. [#23394](https://github.com/scylladb/scylladb/issues/23394)
